When it comes to Haki, One Piece fans know very well that right now, Shanks reigns supreme at the top. The captain of the Red Hair Pirates is an incredibly powerful fighter and he holds tremendous skill. Shanks doesn’t have any Devil Fruit, which is surprising for someone who is a Yonko. He has accomplished all that he has with just his Haki, and that’s what makes him so special.
Shanks’s Haki is the strongest in the world at the moment, at least based on what Oda has revealed so far in One Piece. But, that certainly doesn’t mean there can’t be Haki users on his level or someone else who comes close. Thanks to the Elbaf arc, Oda has revealed some incredibly powerful fighters to the fans, and among them is Shanks’s very own brother, Shamrock Figarland, who also possesses majestic Haki that can be compared to Shanks.

Shamrock Figarland was recently introduced to the fans in the Elbaf arc, and his immense power was shown to the fans. Shamrock Figarland is the Captain of the Holy Knights, which means that he is the strongest of them all. Oda directly portrayed him to be stronger than Loki, who only Shanks could beat in the past, meaning Shamrock is portrayed to be around the same level as Shanks.

Shamrock Figarland wields a powerful blade, and it appears that his blade is enchanted by Imu. Shamrock’s blade can transform into a Cerberus, which makes him quite a unique fighter. Shamrock himself doesn’t seem to have any Devil Fruit ability, so most of his strength has to come from his Haki.
Interestingly enough, it seems the Figarland Family in general has very powerful Haki. When Oda was asked about Garling’s strength, he stated that Garling is strong, and that there is a special reason behind his strength. This reason is likely Haki. This is also why Shanks is so powerful without a Devil Fruit, and similarly, why Shamrock has incredibly strong Haki too.

Shamrock Figarland Can Use Advanced Grade Conqueror’s Haki
Shamrock Can Suppress His Presence
One of the biggest hints that indicate that Shamrock has Haki on a level comparable to Shanks is that he can use advanced grade Conqueror’s Haki. In the 4 billion volume for Film Red, Oda revealed an ability known as Observation Killing, using which the user controls their own presence in such a way that they cannot be read even with Haki. The opponent is prevented from seeing the future. Shanks is the only user of this power in One Piece. But, in Elbaf, Shamrock showed something similar, which goes to show that his level of Haki mastery is similar to Shanks. It is only a matter of time before Oda finally shows Shamrock Figarland going all out, especially since the Holy Land of Marijoa is under attack at the moment. Regardless of who the attacker is, Shamrock will overwhelm them, as is expected of someone with Haki as strong as Shanks.
